What program should I use to create a WordPress theme?
I would like to build a site on WordPress (not simply just a blog) but need an editing program to do it. I was told Dreamweaver wouldn’t work or isn’t suggested. I am not a web designer. Looking for something user-friendly and simple. What program should I use?

When you say “build a site on WordPress”, do you mean WordPress.com? If, the short answer is you can’t. You need your own web hosting so you can self-host WordPress. You can install in from within your web hosting’s control panel.
