A Reader Would Like To Know:
Can I fully customize and create my WordPress themes in my WordPress account (if so, how?), or do I need to host all my stuff on a separate website and install WordPress to my computer in order to get full customization?

You can’t do it on a WordPress.com account. You are correct, it has to be on a self-hosted web hosting account. I suggest using SuperGreen web hosting. I have Supergreen and I love them They use cPanel control panel so you’ll have 1-click WordPress installation.
