That website is built using Microsoft Expression Web (FrontPage). When I find a layout I like and I want a WordPress theme like it, I build it for WordPress using Artisteer. That diet blog would be hecka easy to build using Artisteer. Then add a few plugins to do the thumbnail images and the pagnation.
